The Office of International and Executive Programs (OIEP) co-manages a Joint Master’s Degree in Justice Leadership, a collaborative program of the University of Maryland (UMD) and the People’s Police Academy (PPA) of Vietnam. 

PPA officers enrolled in the program—the first of its kind in Vietnam—receive classroom instruction and applied training, first at their home institution and subsequently at UMD under the direction of the Department of Criminology and Criminal Justice.   After receiving their degree from UMD, graduates of the program return to Vietnam where they assume leading roles in law enforcement. 

OIEP serves as liaison between UMD and PPA, helps recruit and evaluate applicants according to UMD standards and criteria, and ensures compliance with relevant UMD policies and procedures.

In a recent letter to PPA President Nguyen Xuan Yem, OIEP Director Mengxue Li assured him “that the faculty and staff associated with OIEP will do everything possible to ensure the success of the PPA’s second cohort.”
